CHAPEL HILL — A vote to ban the use of cellphones while driving could put Chapel Hill at the vanguard of yet another national movement.
In consideration of an ordinance at tonight's Town Council meeting, Chapel Hill could be the first municipality to ban hands-free devices for drivers 18 and older.
